Small Businesses, Schools and Non-Profits

Who Qualifies?
Small businesses, schools, institutions, governments and not-for-profits that generate and store small quantities of hazardous waste and do not require hazardous waste generation permits are considered Conditionally Exempt Small Quantitiy Generators (CESQG) under New York State Law. In addition to CESQGs this progam acccepts residents from outside Schenectady County. These entities are eligable to participate in the new CESQG program at the County Composting and Recycling Facility. Residents within Schenectady County should participate in the Schenectady County Household Hazardous Waste Program .
What are considered "small" quantities?

Non-residential generators that generate less than 220 lbs or approximatly 26 gallons on non-acute hazardous waste per month, and

Generate no more than 2.2 lbs of acute hazardous waste per month are considered CESQGs. Click here for a list of Acutely Hazardous Wastes (you will be leaving the Schenectady County Website).

Call the County Hazardous Waste Program at 386-2225 ext 224 and register for the program. Ask to speak with the Jeff Edwards and tell him that you would like to register for the Schenectady County business hazardous waste program.  Please call to pre-register five weeks prior to the collection date.
You will be asked to complete an inventory form describing the items and quanitites that you intend to bring. You will also be provided with a "3rd party form" The inventory form and "the 3rd party form" must be completed and returned at least four weeks prior to the collection date. Prior to the collection you will be contacted by the contractor for the program to give you  an estimate of the cost and an appointment time on the collection day. The cost is based on what and how much is being brought to the collection by all participants, so that calculation cannot be made until the pre-registration period is over. The price is based on a cost per unit of the material brought plus a cost per the container for each material, which is divided proportionally by all the participants supplying material to that container.You can be assured that it will be less expensive than having a hazardous waste firm pick up the material from your place of business.

Taxpayer money does not subsidize this program. Savings are achieved in the following ways:

As a CESQG using a permitted CESQG handling facility (The facility at the County Composting Facility is the only such facility in the Capital Region) you can bring your own material. You do not have to pay a hazardous waste company to visit your site using their permitted hazardous waste vehicle. CARE Environmental Corporation will already be in the area as the collection day will be set to coincide with a County Household Hazardous Waste Collection Event. Economies of scale will occur due to 20 generators participating in the collection. CARE Environmental Corporation is one of the largest and most cost effective providers of this type of service in the Northeast
